Some people who are upgrading to Leopard are getting a "blue screen" - Which is actually just the background for the "Starting Mac OS X..." window. This blank blue screen appears for a while because Leopard basically runs the equivalent of fsck - however it just seems to crash on certain computers.

No, leopard actually runs THE fsck. It's a UNIX OS, remember? It runs no equivalent.
And the crash is being caused by a program called APE. It tries to load at startup, but leopard doesn't support it, so it decides to do a nice little hang.
There is software named as Digeus Registry Fixer I recommend to use this software when there are problems with windows system. I also recommend Windows Tune Up Suite form Windsty. It helps to eliminate system crashed.
